We're almost totally blind, except for light perception, but from the sound of it those are teeny, tiny lights. And even with our light perception, in a lit bathroom, and as small as they sound, we wouldn't be able to see them. On top of that, we'd practically have to jam our face against the sign to see the lights at all, even if the bathroom were pitch dark.
IIRC, these were 1-1.5 in. wide (the squarish bit showing a padlock, which is lit solid and thus presumably easiest to see). Maybe 2 in. at the outside. Not that it would matter to someone with no light perception at all.
