Handicapped Lavatories

Maybe you all can explain this to me, because I don't get it.

I noticed the small black sign in both of these (large) photos my first day at my new job.

The only thing different about the sinks they are above from the other two in every men's bathroom is that the pipes underneath are PVC and not metal.

How does this make them qualify as handicapped lavatories?

There is no rule that "non-handicap" faucets _have_ to use "non-handicap" handles. Only that "handicap" faucets _must_ have lever style handles.

Yes, that would be a really stupid rule -- but the question that was posed in the original post was how does the difference between the two ... -- and I was just pointing out that that wasn't a difference at all.
