This is a two nations divided by a common language issue, I know, but the phrase "disabled toilet" to me would be the one that no one could use, because it is currently broken.

That's on top of the obvious funny.

Yeah, we don't do "handicapped stall" here in the UK, but disabled is a terrible description, most especially if you subscribe to the social model where the disability belongs to the architecture not the person, so this would be more accurately a non-disabling toilet. You can't use the impairment because it's not an impaired toilet, and I hate, hate, hate "accessible toilet" because I know so many people for whom they are absolutely not accessible: different layouts causing problems for visual impairment, poor layouts, filled with cleaning stuff and large bins, pedal bins, mirrors at standing height, missing rails, facilities you cannot turn a chair in, ones with steps to get in (yes, really), ones with gravel paths to the door, and lack of a full size changing bed and hoist. So I guess disabled toilet it is then, for now.

Yeah, there's definitely a nomenclature problem, over here in the US as well.
