Given their expression, my theory (about two blocks later) was that they were going to that center anyway, so was offended I was desecrating their sign; and I DID notice that they were not setting the sign up in a better place. (I took a different route home, and also wasn't thinking about the sign, so I didn't check to see.)

Somehow I doubt that accessibility was even on their mental radar.
